MSCA-GLOPOL: MSCA Global Cooperation:Policy Enhancement and Strategic Promotion

Aim of the project

MSCA-GLOPOL is designed to foster international cooperation within the Marie Skłodowska-Curie Actions (MSCA) programme by creating strategic partnerships with 26 targeted geographies worldwide.

The project focuses on countries that have concluded Science and Technology Agreements with the EU, including Algeria, Argentina, Australia, Brazil, Canada, Chile, China, Egypt, India, Japan, Jordan, Korea, Mexico, Morocco, New Zealand, South Africa, Switzerland, Tunisia, Ukraine, and the United States, as well as regional dialogues with the African Union, ASEAN, Latin America and the Caribbean (LAC), Mediterranean partner countries, Eastern Partnership countries, and Western Balkans.

The project aims to enhance global research collaboration by ensuring alignment with formal research and innovation policy dialogues at both bilateral and regional levels, whilst complementing and coordinating existing local promotion channels.

The project introduces a comprehensive methodology built on 11 action-oriented approaches, including stakeholder mapping, policy briefs, promotional events, training sessions, and best practice forums. Through this multi-faceted approach, MSCA-GLOPOL will assess existing cooperation policies, monitor participation in MSCA calls, and develop synergies with other EU research and innovation initiatives.

Strategically, the project mobilises 13 Regional Liaison Officers (RLOs) positioned across the target geographies. These local experts, combined with Marie Curie Alumni Association (MCAA) chapter representatives, provide unparalleled access to key stakeholders and target groups in each region, ensuring culturally sensitive and locally relevant promotion strategies.

The concrete services provided include the following:

Policy insights and monitoring:

  • Comprehensive assessment of bilateral and bi-regional cooperation trends, opportunities, and challenges through surveys, focus groups, and stakeholder mapping

  • Qualitative and quantitative monitoring of participation across different MSCA calls to identify patterns and opportunities for improvement

  • Production of strategic policy briefs to support European Commission policy officers in joint committee meetings and regional dialogues

  • Regular country updates providing semi-annual monitoring reports for all 26 target geographies

Strategic promotion and outreach:

  • Identification and participation in key local, bilateral, and bi-regional events to maximise MSCA visibility

  • Establishment of Coordinated MSCA Promotion Groups (CMPG) in each geography to align promotional activities among local stakeholders

  • Organisation of global online training sessions and regional flagship promotion events

  • Development of multilingual promotional materials, including success stories, infographics, and social media content

Capacity building and networking:

  • Best Practice Forum sessions for MSCA promotional actors, bringing together National Contact Points, EURAXESS representatives, and MCAA members

  • Training programmes designed to enhance understanding of MSCA opportunities and lower entry barriers for newcomers

  • Facilitation of people-to-people dialogues through workshops, webinars, and networking events
